Countries like Canada, the UK, and the US experienced even greater surges in foreign student enrollment. Canada, for instance, saw a 29% rise in 2023, while both the UK and US reported 12% growth. Germany, another European powerhouse in education, posted a 5% increase.
Donatienne Hissard, Director-General of Campus France, pointed out, “France, like any other major host country, continues its growth of mobility and the competition to attract talent is fiercer than ever.”

However, some fluctuations in student numbers are noticeable in other regions. While Algeria’s student enrollment grew by 7%, Morocco saw a decline of 4% for the second consecutive year. Lebanon’s student numbers also dipped slightly by 3%, though the country has been a strong market for France, with a 90% increase in students over the past five years.
The top 10 countries sending students to France remain largely stable, with Italy, Spain, Cameroon, and Lebanon experiencing significant growth over the past five years. This stability underscores France’s established reputation in attracting students from diverse backgrounds, particularly from French-speaking countries and regions with historical ties.
France’s Higher Education Quality and Global Rankings

The latest Shanghai university rankings show France holding the third position globally in terms of institutions within the Top 50. With 25 French institutions in the Top 1,000 and 18 in the Top 500, the country continues to be a destination of choice for students seeking world-class education.
The University of Paris Saclay has particularly stood out, ranking 12th globally and earning the top spot in continental Europe. This notable rise in rankings underscores the strength of French institutions in delivering high-quality education and research, solidifying France’s competitive edge on the global stage.
